Combined HIV prevention programming has been successful in eliminating HIV transmission among persons who inject drugs (PWID) in high-income areas, but it is unknown if it will have the same impact in low and middle income countries. The study will assess combined prevention programming in Haiphong, Vietnam, and examine the results seen among PWID. In addition, Vietnam is part of the President’s Emergency Plan for AIDS Relief (PEPFAR), and PEPFAR is now expecting countries to contribute more toward HIV prevention resources, as well take on the responsibility, management and delivery of these services. The study will also assess this transition of “country ownership” of HIV prevention services in Vietnam. Results will improve understanding of combined HIV prevention programming in low/middle income countries. In addition, it will evaluate the benefits and challenges of delivering HIV prevention resources in these countries as they transition to taking on greater responsibility for these programs.
