Rethinking e-cigarette flavor policy: Can we reduce harm for adults without inviting youth use?

CONCLUSIONS: Balancing public health priorities around e-cigarette flavors requires a careful approach that supports adult harm reduction while safeguarding youth. As tobacco control continues to evolve, scientists and policymakers will have many opportunities to thread the needle of competing public health interests. We will need to balance disparate bodies of evidence to improve overall public health. Innovative regulatory strategies—such as age-restricted flavor sales, under-the-counter placement, or even pharmacist-mediated distribution—offer potential pathways to limit youth access without undercutting harm reduction for adults seeking alternatives to combustible tobacco. Rigorous evaluation of these strategies will be essential. (p. 825).
